Class 2 appliance with an earth?

There would have to be a fairly large bang to shatter a PAR lamp surely?

 

There's certainly a loud bang when they do shatter, back in the old days when we were poorer my colleague made some of the square type PAR cans and fixed the lamps in with three little nut and bolt clips, what he hadn't allowed for was the expansion of the Par lamp, after they had been lit for about 15mins the lamps started to explode, I wasn't there but he told me it was quite frightening.
