Apart from how unsafe the above is, I think it's better to have adaptors individually unless they have a specific purpose, ie a splitter and two lights is much more versatile, a 1m 13to15 and a 10m 15to15 is much more versatile (and identifiable!) than a 10m 13to15 etc

Yes, we had an outside PAT testing company fail our 15A plugs for being unsheathed.

 

According to the IET Inspection and Testing COP 4th ed (Table VII.1 example 15), unsleeved pins (13A plug but I guess this would also apply to a 15A BS plug) are not a fail if the equipment is otherwise PAT good. However that plug should not be reused on a different piece of equipment, when a newer sleeved version should be used.
